Director of Health and Social Services
Position Summary
The Director of Health and Health and Social Services provides overall leadership, direction and support for the planning, funding, negotiations, development, delivery, financial management, and administration of Yuułuʔiłʔatḥ̣ Government Health and Social Services, including health, family care, and social development, This position also participates in the development and implementation of Emergency Preparedness Plans for programs within the portfolio
Primary/Core Responsibilities
Performs all duties and responsibilities in accordance with the Yuułuʔiłʔatḥ Government policies, standards, practices and procedures, as directed by the Director of Operations.
Program Management
- Provides leadership, direction, and support in the development of Health and Social Services program. Recommends program plans and oversees the management of approved programs.
- Ensures that all Health and Social Services programs and services are developed and managed in alignment with the Yuułuʔiłʔatḥ Government Vision, Mission, and Values.
- Provides leadership, direction and support in the development, funding, implementation, management, administration and delivery of Health and Social Services programs that include health, family care, and social development,.
- Provides leadership, direction, and support in the development of program policy; recommends program policy for approval and oversees the administration of Health and Social Services program policy as approved.
- Facilitates the creation of goals and objectives for individual program and service areas. Assists in developing strategies to achieve these goals and identifies barriers that may impact success.
- Monitors the management of Health and Social Services programs and implements changes as required, and in consultation with the Director of Operations.
- Ensures that Health and Social Services programs meet the needs of Yuułuʔiłʔath citizens.
- Leads or directs the negotiation of external agreements in support Health and Social Services and oversees the management of agreements.
- Ensures that all Yuułuʔiłʔatḥ Government Health and Social Services Programs are managed and administered in accordance with Yuułuʔiłʔatḥ Government Acts and Policy, and the regulations and requirements of relevant external organizations and agencies.
- Provides leadership and support to Health and Social Services program committees.
- Evaluates the overall effectiveness of Yuułuʔiłʔatḥ Health and Social Services programs to achieve pre-approved Department goals, objectives, and work plans. Ensures programs and services are client-centered and accessible.
- Manages the development and implementation of effective communication regarding programs and services. Promotes community involvement and engages community in determining program and service needs and evaluating effectiveness and satisfaction.
Department Management
- Develops the Health and Social Services Human Resource plan and administers the plan, as approved.
- Develops position descriptions for positions within the Department of Health and Social Services and recommends for approval.
- Leads the recruitment / selection of Yuułuʔiłʔatḥ Government employees and contractors following Yuułuʔiłʔatḥ Government recruiting policies and practices. Ensures effective onboarding and orientation of new staff.
- Directs, guides, coaches and mentors staff.
- Ensures that all employees within the department have the skills and knowledge to perform the responsibilities of their positions.
- Ensures that Health and Social Services staff and contractors are guided by work plans and monitors and revises work plans, as required.
- Manages employee performance and development including day-to-day coaching, performance planning and review, employee training and development, performance improvement plans and corrective action as required.
Financial Management
- Provides leadership and support in the development and submission of proposals for funding, and approves proposals for funding upon consultation with the Director of Operations.
- Oversees the development and submission of financial reports to funding organizations as required.
- Oversees and monitors the administration of funding agreements.
- Manages the financial affairs of the Department and reports on the financial performance.
- Prepares annual budget for the Department of Health and Social Services in consultation with the Chief Financial Officer and the Director of Operations, adhering to established policies, guidelines, and protocols.
- Monitors, tracks and reconciles expenditures to approved budget(s); identifying variances and needs for planned revisions.
- Monitors and approves expenditures to authorized budget.
Administration
- Ensures that all Health and Social Services Program reporting is prepared and submitted in accordance with approved and the required reporting schedule.
- Oversees the development, review and administration of Department records and information systems.
- Oversees the development, review and administration of the Department’s office and operating procedures, policies, standards and protocols.
- Maintains a current level of knowledge of related external regulations, laws, requirements, and programs, in meeting the needs of the Yuułuʔiłʔatḥ Government Department of Health and Social Services.
- Provides regular and special oral and written reports to the Director of Operations.
Senior Management Team and Executive Council
- Participates in the Yuułuʔiłʔatḥ Government strategic planning process.
- Participates as a collaborative member of the Senior Management team.
- Works with the Senior Management team to ensure a healthy and productive work environment where employees work together to achieve individual, departmental and Yuułuʔiłʔatḥ Government goals.
- As a Senior Manager, communicates a positive future for the Yuułuʔiłʔatḥ Government in ways that gain the support of employees, community, and external partners.
- Provides leadership, direction, and technical support to the Yuułuʔiłʔatḥ Government Executive Council with regard to Health and Social Services.
- Provides regular and special reports to the Executive Council with regard to Health and Social Services programs and services and participates in meetings of the Executive Council, Legislature, and hitac̓u Assembly as requested by the Director of Operations.
- Provides support to the Yuułuʔiłʔatḥ Government, in the orientation of new members of the Executive Council.
- Keeps the Senior Management Team and Executive council apprised on emergent issues.
- Performs other duties and responsibilities as necessary in the performance of the position, and as assigned by the Director of Operations.
Qualifications
Training, Education and Experience
- Bachelor’s Degree (Master’s Degree preferred) in Health, Social Work, Education or related field.
- 8-10 years of directly related experience with 2-3 years at a management level within 2 or more program areas.
- Experience developing and managing a variety of social services programs.
- Experience developing program policy.
- Experience researching, developing and managing funding proposals.
- Experience working with related regulations and professional practices and standards.
- Experience in planning, developing and implementing culturally appropriate programs and community based service delivery.
- Current Class 5 BC Driver’s Licence
- Satisfactory criminal records check.
Knowledge, Skills and Abilities
- Ability to manage and mentor a team of professional and administrative staff.
- Highly-developed communication and interpersonal skills including conflict resolution.
- Ability to think analytically at a strategic level while working in an environment where priorities may change based on community needs.
- Well-developed writing skills.
- Financial literacy skills.
- Strong cultural sensitivity and understanding. Able to build caring relationships built on trust.
- Knowledge of mental health and substance abuse.
- Knowledge of the BC Health Care system, First Nations Health Authority and community supports and services.
- Understands social determinants of health within Indigenous communities.
- Excellent client service skills. Friendly, positive, responsive, professional and helpful.
- Ability to exercise and model a high degree of professionalism and confidentiality.
- Able to work independently as well as working within a collaborative team framework.
- Intermediate computer skills including MS Office.
- Genuine respect for Yuułuʔiłʔatḥ traditions, culture and protocols.
Working Conditions
Work is performed primarily in an office environment. Regular travel to attend meetings is required.
