The Yuułuʔiłʔatḥ Government is a modern treaty government located in the community of hitac̓u on the west coast of Vancouver Island, on the eastern shore of Ucluelet Inlet.

The Yuułuʔiłʔatḥ Government is a member of the Maa-nulth Treaty Society and, through the Maa-nulth First Nations Final Agreement, is a modern treaty Nation operating with a government-to- government relationship with Canada and the province of British Columbia. As a Self-Governing Indigenous Government, the Yuułuʔiłʔatḥ Government continues to promote education and community programs that enhance Yuułuʔiłʔatḥ identity.

Position Summary

Reporting to the Chief Financial Officer, the Intermediate Accountant is responsible for day-to-day accounting functions. This encompasses recording, tracking, and monitoring funding agreements from an accounting and reporting perspective, within accounting software, preparing draft financial and budget variance reports, and liaising with departments. The position completes and/or assists in other finance areas as PST/GST filings, back and other balance sheet account reconciliations, recording journal entries, monitoring compliance with policies, audit preparation, financial analysis, and guiding/assisting other finance staff. The role must maintain a high level of confidentiality as required pertaining to citizens, clients, employees, and general matters of the Yuułuʔiłʔatḥ Government.

Primary Responsibilities
  • Oversees Funding Agreements and Program Financial Management including maintenance of the funding agreement log, recording of revenue on an accrual basis, ensuring departments and finance are aware of program coding, coordination with department/program managers of financial reporting to funders, ensuring revenue and expenses are coded correctly, monitoring budget variances with managers, and ensuring deadlines are met.
  • Reconciliation and proofing of EFT payments to approved documentation, subledgers, rental, revenue recording, housing bank reconciliation.
  • Reconciliations of credit cards, bank accounts and balance sheet accounts.
  • Prepares HST/PST claims on a monthly/semi-annual basis as required.
  • Posts monthly entries as prepared/approved by CFO.
  • Tracks contracts for Finance.
  • Provides guidance and assistance to accounting assistants (whose duties include accounts payable, payroll and rental/other revenue).
  • Assists the Chief Financial Officer with project analysis and support, review of accounting records and financial reports, and preparation for annual audits.
  • Assists in the preparation of Yuułuʔiłʔatḥ Government’s annual budgeting process for all department revenues and expenses.
  • Assists in the production of monthly and quarterly interim financial statements, reports, and estimates in accordance with prescribed procedures, including variance reports.
  • Performs other duties and responsibilities as necessary in the performance of the position and as assigned by the Chief Financial Officer.

Qualifications

Training, Education and Experience
  • Grade 12 diploma or GED.
  • Completion of third year from a recognized accounting education program leading to a professional accounting designation or equivalent experience.
  • Has maintained and supervised complex financial records and at least 2 staff.
  • Experience with Contribution Agreements including accruals accounting, classification and tracking on a program basis, preparing of financial reports, and monitoring variances.
  • Advanced proficiency in using computers: Microsoft 365, Microsoft Word, Excel, Outlook, PowerPoint, and a network computerized accounting system.
  • Satisfactory criminal records check.
  • Current Class 5 BC Driver’s Licence with a satisfactory driving record and access to a vehicle.
Knowledge, Skills and Abilities
  • Knowledge of generally accepted accounting principles and public sector accounting board guidelines.
  • Solid bookkeeping skills and experience including entries, reconciliations, reporting, accounts receivables, accounts payable and payroll.
  • Demonstrated ability to work with and understand roles of a range of departments.
  • Knowledge of First Nations or local government regulations, accounting, and the requirements of ISC/CIRNAC.
  • Considerable knowledge of personal and network computer systems and relevant accounting software, specifically Adagio, purchase order and invoice processing software (e.g. Spendwise), and a payroll system (e.g. PayDirt).
  • Ability to do detailed work with speed and accuracy.
  • Ability to mentor and lead by example, as well as providing education and guidance to co-workers in accounting procedures.
  • Strong communication, interpersonal, organizational, time management, analytical and problem-solving skills.
  • Ability to travel as required for the position.

  • Able to work independently with minimal day-to-day supervision as well as working within a collaborative team framework.
